Guessing here

Because its a video disk, not a filesystem disk

CDROM - has iso9660 filesystem - mounts on BSD,
similarly usable on Win as a data disk
Audio CD - not a file system - 'playable' on BSD
visible tracks simulated as filenames in Win
Video CD - not a file system - 'playable' on BSD
visible tracks simulated as filenames in Win

There may be ports that let you see the audio / video tracks
as 'files' for manipulation thjough ...

my 2c - and possibly only worth 1c as I am guessing.
