mergemaster fails in single user mode

I was told to run mergemaster in multi-user mode, and that the only time 
you drop down to single-user mode was to run make installworld and even 
that was "semi-optional".

1: # cd /usr/src
2: # make buildworld && make buildkernel && make installkernel
3: # reboot
4: briefly test your new kernel.
5: # shutdown now
6: # cd /usr/src
7: # make installworld
8: # reboot
9: login.
10: # mergemaster
