Strange cvsup problem

Hi, all folks:

I use FreeBSD 4.7, and I have setup cvsup for updating
my src-all, ports-all and doc-all, it worked fine
before as I have used it for upgrading from 4.7
release to 4.7 stable. But after I changed supfile to
force it update to 4.9 release, the cvsup stoped
working and deleted all source under /usr/src. 

Here is the portion of non-comment of changed supfile:
*default host=cvsup4.uk.FreeBSD.org
*default base=/usr
*default prefix=/usr
*default release=cvs tag=RELENG_4_9
*default delete use-rel-suffix
*default compress
src-all
ports-all tag=.
doc-all tag=.

It seems that cvsup do get the updated files, but it
refuse to put them into the place. Here is the first
fragment of checkout file
