cvsup vs portupgrade

After running

# cvsup -g /usr/local/etc/cvsup/ports-supfile
# cvsup -g /usr/local/etc/cvsup/stable-supfile
before running
# portupgrade -aRr

whether I need to run

# pkgdb -F 
# portsdb -Uu
