OK! I have it working.
Simple solution: portupgrade -R bandwidthd
it updated:

===> Cleaning for libtool-1.5.6_1
===> Cleaning for gd-2.0.25,1

===> Cleaning for png-1.2.5_6
===> Cleaning for freetype2-2.1.7_3
===> Cleaning for expat-1.95.7
and now it works just fine.
First time I ever had a parse error from a slightly old version of a
library.
