pkg_fetch argument syntax question

The man page for pkg_fetch says this:

The following command line arguments are supported:

pkgname Specify a full pkgname, a pkgname without version
followed by an @, or a full URI.

But it doesn't say what appending a '@' to the package name means. Some
experimentation doesn't reveal any difference.

Anyone know what the '@' does?
