No.

Yes. portupgrade  -r and eventually -f.

Yes, it is not. portugrtade tries to keep the upgrade safe, but you
should take a look nevertheless.

Subscribe t ocvs-ports at freebsd.org and read the commit message. Or use
freshports.org for the same thing.
