My /etc/rc.conf looks like this - Compare it to yours.

ntpd_flags="-c /etc/ntp.conf"
ntpd_flags="-p /var/run/ntpd.pid -f /var/db/ntpd.drift"

Perhaps touch ntpd.drift in /var/db/ ?
