py24-qt 3.13 compile issue

I have the same problems, but I;ve looked into it a bit deeper, and i'm
still looking.  It's somehow dealing with the site-package mechanism, the
"require" semantics are failing.  I am doing one final rebuild, to ensure
the environments, then I'm back at it again,.
