cannot get rc.conf to configure an second interface

This should work fine.
/etc/rc.conf:
ifconfig_fxp0="inet 192.168.102.14/24"
ifconfig_fxp1="inet 192.168.102.15/32"
defaultrouter="192.168.102.1"
