ipfw: unknown argument ``not''

I try to do the following, as per the ipfw2 manual for FreeBSD 4.9R-p3:

    ipfw add deny ip from any to any not verrevpath in

And I get the following error:

    ipfw: unknown argument ``not''

What could be the cause of that?
