Check this out

pipe 1 config bw 512kbit/s
queue 1 config pipe 1
add 150 queue 1 all from 78.77.76.21 to any

pipe 2 config bw 512kbit/s
queue 2 config pipe 2
add 151 queue 2 all from any to 78.77.76.21
