It sounds like you're talking about Samba?

If so, here's my samba config file that works with WinXP *and* Win98:
(Note: I set up a username called "shared" as the only shared directory.)

        default = global
        dns proxy = no 
        encrypt passwords = no
        null passwords = yes
        security = share

        max log size = 50
        server string = dev
        netbios name = dev
        netbios aliases = dev
        workgroup = YourWindowsWorkgroupName
        log file = /var/log/samba.log
