"#make depend" Error

 I installed FreeBSD 4.8 mini, and i am trying to compile the kernel in hopes of getting NAT working. When i do "#make depend" i get this error

../../pci/if_rl.c:119: miibus_if.h: No such file or directory
mkdep: compile failed
*** Error code 1

Stop in /usr/src/sys/compile/EVILWABBIT.

I can't seem to find miibus_if.h myself. The attached file is the configuration file. Any help would be apprieciated.
