It's in ports:


    % cd /usr/ports ; make search key=netperf
    Port:   netperf-2.2.3
    Path:   /usr/ports/benchmarks/netperf
    Info:   Rick Jones' <raj at cup.hp.com> network performance benchmarking package
    Maint:  sumikawa at FreeBSD.org
    Index:  benchmarks ipv6
    B-deps:
    R-deps:

Just do this:

    # cd /usr/ports/benchmarks/netperf
    # make fetch

and everything you need to compile and run the program should be
downloaded into /usr/ports/distfiles.
