Not quite.

To quote the handbook:

   RELENG_4_8

           The release branch for FreeBSD-4.8, used only for security
           advisories and other seriously critical fixes.

and 

   RELENG_4_8_0_RELEASE

           FreeBSD 4.8

[i.e., the latter is the actual release, and the former is the
"release branch," which continues to get updated -- but only for
essential changes -- after the actual release.]
