Running out of ttyp's on 4.8 RELEASE

I'm having trouble with running out of ttyp's on my 4.8 Release box because of "screen".
When I do at 'who' the ttyp list stops at ttypv. This makes it impossible to log in to the 
box with telnet or ssh.
I've increased pty's as suggested in the archives but that doesn't make any difference.
How do I increase the ttyp's?
