How to close port 22 ?

Dear sir,
  I used FreeBSD 4.5. I want to close port 22 (ssh).
  I comment at line "ssh" in "/etc/services" and
restart system.
  But don"t work. I still can connect port 22.
Please let me know how to close port 22.
