Problems with my terminal device files

There are certainly a lot of processes running, I have a server.
I guess there are too many ssh logins, so I'm out of pty's.
Is it sufficient to edit the /etc/ttys file?
Would be bad if I had to reboot.

I can't allocate new pty's, no matter what I do.
