Try to set "HTTP_PROXY" & "HTTP_AUTH" variable:

# HTTP_PROXY=your.proxy
# HTTP_AUTH=login:pass
# export HTTP_PROXY HTTP_AUTH
# cvsup -L 2 my_supfile
