Error: shared library "intl.4" does not exist

I'm trying to compiling mod_php4 from ports, and after a while, the process 
stop with Error: shared libray "intl.4" does not exist.

How can I install shared library intl.4?  Where is it? Must I append it from 
/stand/sysinstall?
