Shouldn't it be the same as for LIBFFI, where you either have the
system libffi, the vendored libffi (or a build failure)?


_ctypes.so, which relies on libffi, is also installed unconditionally:

   lib/python%%XYDOT%%/lib-dynload/_ctypes.so
