attached is the patch that updates www/py-django-timezone-field to 3.0 .

Changes by upstream:
- https://github.com/mfogel/django-timezone-field/blob/3.0/README.rst

Changes to the port:
- switch from the Django metaport www/py-django to www/py-django111
- pet portlint

QA:

- poudriere (11.2-, 12.0-RELEASE, 13.0-CURRENT at r341993 amd64 + i386) for each
py27 + py36 flavor -> OK
- portlint -> OK
