Get rid of obsolete UTF-8 workaround for lang/python[27,33,34,35]

Let's just go for deleting the whole UTF-8 workaround then, since it is
obsolete for all supported FreeBSD versions for ports.  I also bumped the port
revisions, forcing dependents to use the fixed pyport.h.
