I wouldn't say it obviates the need for all powerpc.  powerpcspe is stuck at
gcc8.  The set of powerpcspe users is probably extremely small, but I don't
want to see gcc8 go away until it's really necessary (needed for FreeBSD 12 at
least, that's still gcc based, making good progress on clang, but still a
couple hiccups I need to sort out before I can completely drop gcc on 13).
