The former is correct; no idea where the latter comes from; Perl 5.30 
usually looks like 'perl5-5.30.0'.

Older version follow that notation (perl5-5.26.2).

Manual install?

I don't know what to advise you here? I would probably nuke my installed 
ports (pkg delete -a -f -y), clear out /usr/local/ (except 
/usr/local/etc) and make sure that the ports tree is current, and start 
over.
