pkg install fails in some strange way on 14.0

The webserver for the repo and pkg run on the same machine.

The apache server was no longer serving a valid TLS protocol (!),
and pkg did not really complain about it.

After I forced the installation with:

pkg add -f apache24-2.4.46_2.txz

it worked.
