I think it was broken for a while.

All that command does is retrieve the header file drivedb.h. You can do
that manually from:

 https://www.smartmontools.org/browser/branches/RELEASE_7_0_DRIVEDB/smartmontools/drivedb.h

then put it in /usr/local/share/smartmontools/.

It doesn't need compiling; it parses it!
