If this is about net-im/ruqola, then kde@ (in CC) is the maintainer and the 
right group to approach about this. If quickcontrols are needed then that's a 
bug in the port (which kde@ people generally won't notice, because testing the 
application in a Plasma environment will work -- the missing runtime 
dependency is not-missing for us).
