12.0-RELEASE-p7 doesn't contain std::filesystem that has been added to 12.0-STABLE some time later

Thanks for this information.

This means that ports using std::filesystem can never be built in 
poudriere on 12 because std::filesystem is not a security feature and it 
will not be included in the patches.
