I finally(!) discovered that the issue was that my pkglist contained
explicit entries for a handful of the ports that were now rolled up into
graphics/mesa-libs. The "evasive maneuver," therefore, was to remove
them, then re-start the "poudriere bulk" run, which appears to be
building stuff as I type:
