Did you create /usr/local/etc/pkg/repos/FreeBSD.conf? Why?

Check /etc/pkg/FreeBSD.conf for the correct URL:

$ grep url /etc/pkg/FreeBSD.conf
  url: "pkg+${ABI}/latest",
