Alpine not displaying UTF-8

Replies, anyone?  Or am I the only one seeing this, and if so, how could I 
have screwed up with a mere upgrade?

As an example "e grave" (=C3=A8 in quoted printable) merely displays as 
"?" i.e. unknown.
