Poudriere package builds for 101amd64-default have not run since 1-Jan-2017

10.1 reached EOL at the end of 2016 and builds for it, 9.3, and 10.2
probably all terminated shortly after those versions stopped being
supported. At this time only 10.3 and 11.0 are supported releases. Several
warnings about this were sent to announce@ before the end of support.
