pkgconfig fails to configure on 12-CURRENT

Six hours slow but the right date:

aryehl at rain:/home/aryehl% date
Sun Feb 26 00:55:11 EST 2017

Here is the date from a machine I know to be accurate:

aryehl at lilith:/home/aryehl/Desktop% date
Sun Feb 26 06:04:32 EST 2017
