Add gitlab.com into bsd.sites.mk

[Richard Gallamore]

Mat and I were discussing it here[1] last week. Have been working
on a draft but have been taking my time to make sure it is perfect
being my first addition to the framework. Still have a ways to go
before it will be ready for review.
