Why central builds are performed on 10.1 with broken/different compared to 10,3 compiler?

Good question. Additional patches went into 10.3, probably ?

For a major release, the ports are always build using the oldest
supported minor release, because in general, the binaries are
binary compatible with newer releases, but sometimes not the
other way around.
