Mailman in a jail

Enabling each did not change the problem. I still see multiple lines 
like this in Mailman's logs:

Apr 21 14:06:45 2016 (70072) Low level smtp error: [Errno 61] Connection 
refused, msgid: <mailman.0.1461262003.70138.c2-list at lists.my.domain>
Apr 21 14:06:45 2016 (70072) delivery to email at doman.com failed with 
code -1: [Errno 61] Connection refused

and nothing in /var/log/maillog
