must resign maintainership of www/mod_auth_xradius

Hi,

I no longer have a working SSH key for the cluster, or I'd log in and
add this to bugzilla myself.

I no longer run web server farms, so I need to withdraw maintainership
of www/mod_auth_xradius.

Forgot about this until bug 198498 got sent to me. I no longer have an
environment where I could realistically test this patch.

Can someone pull me off this port?
