lang/clisp

I would like to restore the lang/clisp port, and maintain it if I can. The
problem I run into is when I try to follow the directions here:
https://www.freebsd.org/doc/en/articles/committers-guide/ports.html#idp59657552

My connection was being closed on the svn cp 'svn+ssh://...' so I went to
the svn via browser to see why. Turns out the lang/clisp is not there. So,
how do I re-add this port?
