service doen't get started at boottime, but can start manually

/etc/rc.d/local doesn't run the pre-rcng scripts.

I checked -CURRENT, 10, 9, and 8.  /etc/rc.d/local runs /etc/rc.local
or /etc/rc.shutdown.local if these scripts exist. These scripts don't
exist in the src tree.
