problem with vulnxml.xml after system update

     After updating a system to:

FreeBSD 11.0-CURRENT #0 r263263: Mon Mar 17 15:09:18 EDT 2014 amd64

     all attempts to build ports hit this:

pkg-static: unable to open vulnxml file /var/db/pkg/vuln.xml: Invalid 
argument

	I've never seen this before; it isn't mentioned in src/UPDATING or ports/UPDATING; and googling
produces nothing useful.
	The file exists, has size zero, is owned by root:wheel.
	What have I missed?
