freebsd-update has no idea that 8.4p7 is the newest version. 'fetch' will
always simply fetch the the current update for the version of FreeBSD that
is running on the system.  If it is hte one currently on the system, so be
it.

'upgrade', on the other hand, will start the process of upgrading to a new
version (major or minor) which is a vastly more complex operation.
