Failure to build gettext

Apologies: this was a local error.  At some point in converting from
source upgrades to freebsd-update, some header files went missing.

A rebuildworld cycle using known-good sources from the release CD,
followed by an svn update to sources and second rebuildworld cycle fixed
the problem.
