BIND needs more TLC

It turns out that the dns/bind9* ports were not in the shape everybody
was hoping for and not up to snuff to "just" replace the BIND that was
in base out of the box. In the short term, there are a number of tasks,
like reintroducing chroot (or even better, jail) support, that need to
be fixed, but also in the long term, maintaining BIND, including adding
BIND10, is probably more than a one-man task.

Given the wide use of BIND, it should be easy to form a small team to do
so (unless we find someone with a lot of free time on his hands :) ) and
I'm looking for volunteers. I also wonder if that team should think a
bit bigger and make it a ports-dns team instead and be open to also look
after other DNS related ports (though not steal them from current

Thought and, especially, volunteers are most welcome.
