Portscout.org

Is there any chance to get portscout.org back? It hasn't been
working in quite a while, but portscout.cc does and this situation
hasn't change in the last 15 months (seems like miwi@ has problems
getting DNS service for the domain)

If not, the Porter's Handbook should probably be changed to contain the
new link (only one appearance in the whole document).
