This is completely backwards. The Project exists for end-users and
end users need a way to determine when there's been a change to a port
that needs them to re-install that port. Pointyhat provides automated
testing facilities as a way to improve the quality of FreeBSD because
not all committers are sufficiently careful.
If PORTREVISION cannot adequately serve both end users & pointyhat,
then the ports system needs an additional, new flag to trigger pointyhat.
