I think this is a red herring. Users who want to see those ports work on
those platforms are either going to put the effort in, or not. They
aren't going to be deterred by what make options we choose.

OTOH, not using BROKEN for this purpose makes it much easier to grep for
stuff that's actually BROKEN in order to take action on it (speaking
from experience).
