cross-binutils(2.21) bug

FreeBSD: ports/devel/cross-binutils curent version 2.21 has a bug while  
compile cortex-m3 assembly code.

I change the Makefile and distinfo by hand, not use 2.21, use 2.22.
please update it. sorry I don't know how to edit a whole port.
