[HEADS UP] Ports Infrastructure Changes

Is that not partially why we have the virtual categories to provide language
divisions (not to mention port name prefixes)?  I think were devel to be
split 'broad' functionality would be the best and most useful (although
harder to do than language) way of splitting things down.
